Before co-funding Cicada and serving as its CEO and Chairman, Mr Hernández’s career was focused on emerging markets fixed-income origination, notably at Morgan Stanley, where he developed and codeveloped structures for issuing local-currency bonds internationally in the primary market. Cicada is a financial technology company that operates the first-ever all-to-all electronic trading platform for local-currency emerging markets fixed-income. Cicada allows fixed-income sell-side professionals to electronically execute larger volumes of automated flow, while at the same time creating an efficient execution environment where buy-side fixed-income professionals can achieve best execution. Through Cicada, institutions are allowed to trade between and among each other without the need of a pre-existing trading relationship, in ways that maximize liquidity. Among the structures that he developed and co-developed are formats such as the Global Peso, GDN and Euroclearable local notes. He designed the framework that led to the local and international settlement of the first-ever Panamanian local note placed internationally, He also worked with Banco S3 CACEIS and led the team that achieved the structuring and settlement for the first ever non-Mexican quasi sovereign to issue a Mexican-law (euroclearable CEBUR) bond both inside and outside of Mexico. For Cicada, Javier is responsible for coordinating operational and regulatory processes and business strategy. He also serves as Supervisory Principal certified by FINRA SIE and Series 7 and 24.
